When I try getting an app why it say it hasn't been in use in iTunes store and wants me to use credit card

Whenever I try to download an app in the App Store, it says I can because my account hasn't been in the iTunes Store. And when I try to resolve, it wants me to put in credit card information? Can I get the app without doing all of that??!
